Held hostage at work? Atlanta Watershed scandal explodes

The scandal occurred in April 2024 at the Department of Watershed Management headquarters in Atlanta, Georgia, USA. It was an internal matter, but after the investigation report was released, the scandal escalated significantly in February-March 2026.

Key details:
Watershed Manager DeValory Donahue reported the loss of his personal wallet.

Six senior staff members (three managers and three investigators) held five colleagues (including intern Briana Jackson – a single mother, and Senior Management Analyst Charles Hobbs, along with three others) in a meeting room for approximately 3-4 hours.

They forced the victims to: search their bags, personal belongings, desks, and even cars without their consent; deny them restroom breaks (requiring police permission); station an Atlanta police officer at the door to prevent them from leaving; and coerce them into signing vague documents (Garrity Rights) and relinquishing their legal representation rights.

The victim described the situation as a “hostage situation,” feeling like being in prison.

Investigation and Conclusion:
The Office of Inspector General (OIG), led by Interim Inspector General LaDawn Jones Blackett, investigated for nearly two years.

Report published in November 2025: Confirmed six individuals abused their positions, violated civil rights, conducted illegal searches, and were found guilty of felony false imprisonment (unlawful detention – under Georgia O.C.G.A. 16-5-41). The case was transferred to state and federal prosecutors in March 2025.

Discipline (updated March 2026):
The city only imposed light penalties: three managers (DeValory Donahue, Yolanda Broome – who was later promoted to Deputy Commissioner, Sterling Graham) received written warnings and mandatory training. Three investigators (Mischa Roberson, Rina Bradley, and Joe Fortson) received written reprimands and mandatory training.
No one was fired, and no criminal charges were filed. The three investigators refused to sign the disciplinary documents.

Community and victim reactions:
The Professional ᴀssociation of City Employees (PACE, chaired by Gina Pagnotta) called the disciplinary action a “joke,” demanding a reinvestigation and felony prosecution. They compared the incident to “hostage holding” and requested a direct meeting with Mayor Andre Dickens.

Victim Briana Jackson (intern) spoke publicly to FOX 5 Atlanta (interviewed March 9, 2026): She lost her $900/week apprenticeship after only one week, cried for days, felt bullied, and like she was in prison. She demanded the city reinstate her job as it was a life-changing opportunity for her daughter.
The community is outraged by the lenient disciplinary action given the severity of the case.

Current status (as of approximately March 19, 2026):
The OIG board of directors met on March 17, 2026, at City Hall for further discussion. There have been no updates regarding prosecution or changes to disciplinary action. The union continues to pressure for criminal justice.
