Evans is not confirmed for the movie.
However, multiple reports claim the Captain America actor will be back in a secret role alongside MCU Peggy Carter actress Hayley Atwell. Evans maintains that he is not in the film, but that has not stopped actors from appearing in Marvel’s slate of projects in the past. With the reports that Evans is in Avengers: Doomsday and how Downey is playing Doctor Doom instead of Iron Man, I feel there is a decent chance that Captain HYDRA could be in the movie. That said, the original Captain America is still alive, so Marvel simply de-aging him, as has happened in the comics, is also plausible for Avengers: Doomsday.
